E . X The Rule of Cooperation

The one thing which makes a civilization out of a collection of individuals is the rule that each individual will cooperate with the other individuals in the civilization in order to achieve defined objectives of the civilization, and in so doing, each individual agrees to forfeit that portion of the individual's freedom which is necessary to achieve the required cooperation. The higher the technological level of a given civilization, the greater is the demand for specialized skills which may only be possessed by a small portion of the individuals in the civilization, and thus the greater is the need for those individuals who possess those special skills to provide those skills as needed to keep the civilization functioning properly.
